Finance Manager

Job Summary

The Finance Manager will manage and coordinate World Vision Ethiopia’s finance function at the regional and cluster program office level. Responsibilities include overseeing project accounting, financial reporting, compliance, and risk management. The role requires strong leadership and technical capacity-building skills to ensure financial integrity and efficiency.


Key Responsibilities

Planning and Budgeting

  • Lead annual planning and budgeting for the hub and area programs.
  • Ensure timely submission of budgets on Horizon and compliance with organizational and donor standards.
  • Supervise mid-year budget revisions and grant proposal budgeting.
  • Monitor grant project funding and cash flow.

Financial Operations

  • Review purchase transactions for compliance with policies and donor requirements.
  • Approve and process cash disbursements and journal entries.
  • Ensure monthly fund release and accurate reporting on Horizon.
  • Oversee business process reimbursements and transaction posting on Sun System.

Reporting and Compliance

  • Provide timely and accurate financial reports.
  • Maintain compliance with policies, donor requirements, and government regulations.
  • Engage with internal and external auditors and ensure audit findings are implemented.
  • Monitor fraudulent activities and ensure proper reporting and mitigation.

Capacity Building

  • Provide training and mentoring for finance and non-finance staff.
  • Develop capacity-building plans for staff to enhance technical capabilities.

Provision and Stewardship

  • Oversee the procurement process to ensure compliance with organizational standards.
  • Review purchase orders and contracts to maintain resource efficiency.

Required Qualifications

Education and Experience

  • Preferred: Master’s degree in Accounting, Finance, Business Management, or related fields with 5+ years of experience (3 years in a supervisory/managerial role).
  • Minimum: Bachelor’s degree in related fields with 7+ years of experience (5 years in a supervisory/managerial role).

Skills and Competencies

  • Strong accounting and account management skills.
  • Leadership and team-building capabilities.
  • Proficiency in financial systems and reporting tools.
