Position: Senior Public Health Engineering (PHE) Officer
Location: Gambela, Ethiopia

Skill and Educational Background:
- Education: Degree in Civil/Water Resource and Irrigation, Hydraulic Engineering, Environmental Engineering, or a relevant field. A minimum of 5 years of practical experience is required, though significant experience in WASH may substitute for formal qualifications.
- Experience: Proven leadership and experience in planning, implementing, and overseeing PHE programs, particularly in emergency response/recovery and long-term development.
- Extensive experience working with UN clusters, government authorities, and I/NGO partners, especially in leadership roles.
- Advanced technical skills in designing, drawing, cost estimation, and contract management of PHE interventions, with experience in the Gambella region preferred.
- Strong experience in project cycle management, strategic planning, implementation, monitoring, and evaluation.
- Proven experience in mentoring, capacity building, and providing technical leadership, including skills in training facilitation.
- In-depth knowledge of humanitarian principles and commitment to the NGO/Red Cross Code of Conduct and the Sphere Humanitarian Charter and Minimum Standards.
- Language: Excellent command of English and Amharic (both speaking and writing) is essential.
- Knowledge of integrated approaches for effective drought and conflict risk management.
- Extensive experience working with local partners, including local authorities, and navigating complex stakeholder environments.
- Advanced diplomacy and negotiation skills, with experience in gender analysis and integrating gender and diversity into programs.
- Ability to work effectively under pressure and adapt to changing needs and deadlines.
- Proficiency in relevant software tools, including CAD, WaterCAD, EPANET, and Pro-CAD.
Preferred Qualifications:
- Experience in conflict-sensitive programming.
- Candidates with the legal right to work in Ethiopia, especially those fluent in Amharic and other local languages, are preferred.
