Position: Social Franchising Officer

Activity Overview:
The USAID Empowered Communities Activity (USAID ECA) is a four-year initiative, running from January 18, 2024, to January 17, 2028, led by Project HOPE in partnership with Family Guidance Association of Ethiopia (FGAE), Amhara Women’s Association (AWA), Mothers and Children Multisectoral Development Organization (MCMDO), and Progynist. The activity aims to enhance health literacy, community engagement, and the capacity of non-state actors (NSAs), focusing on improving Reproductive, Maternal, Newborn, Child, and Adolescent Health and Nutrition (RMNCAH-N) services across five regions of Ethiopia: Oromia, Amhara, Afar, South Ethiopia, and Central Ethiopia.

Job Summary:
The Social Franchising Officer will assist the coordinator in planning, organizing, and coordinating community-based RMNCAH-N services at NSA-owned facilities in the Konso Zone Karat District and South Omo Zone Male District. Responsibilities include ensuring the availability of skilled providers, essential medical supplies, and equipment, as well as providing onsite technical guidance, training, mentoring, and capacity building.

Qualification and Essential Skills:

  • Education: BSc in Public Health, Nursing, or other health sciences.
  • Experience: 3 years of directly relevant experience in community-based services.
  • Skills:
  • Familiarity with government (MOH) and FGAE regulations, standards, and protocols.
  • Expertise in SOJT trainings, implementing guidelines, SOPs, and conducting clinical mentorship and coaching for RMNCAH-N services.
  • Excellent report writing and communication skills.
  • Proficiency in MS Word, Excel, and Access.
  • Strong teamwork, enthusiasm, and willingness to work extra hours.
  • Willingness to travel frequently to project areas.
  • Supportive, ethical, and able to work in a multi-cultural, multi-disciplinary team.

Specific Roles & Responsibilities:

  • Assist in planning and organizing community-based SRH service activities.
  • Map NSA-owned facilities and assess them for franchising support.
  • Conduct demand creation activities, community mobilization, and awareness creation.
  • Facilitate capacity-building trainings, mentorship, and post-training follow-ups.
  • Provide comprehensive SRH services, including post-abortion care and contraception.
  • Monitor facilities for adherence to franchising requirements.
  • Support public-private initiatives and sign agreements between NSA-owned facilities, public counterparts, and USAID ECA.
  • Represent FGAE at grassroots levels and strengthen partnerships and networking.
  • Conduct regular supervision and provide technical mentoring at Franchise Private Family Health Network Clinics (FHNCs).
  • Lead community-based review meetings and other related duties as assigned.
