1. Construction Specialist

Location: Addis Ababa, Ethiopia
Duration: Temporary Appointment

Purpose:
Under the supervision of the UNICEF Construction Manager and oversight from the GPE Programme Manager of STEP for Girls and Learning Programme Management Office (STEP PMO), the Construction Specialist will plan, manage, monitor, report, and assure the quality of all re/construction activities supported by the GPE-funded STEP for Girls and Learning Programme.

Key Functions and Accountabilities:

  1. Preparation of Construction Annual Workplans:
    • Gather information for the annual work plan on regular activities and ongoing projects.

    2. Collaboration and Coordination:

    • Provide technical support for re/construction project management to Programme/Operations sections and Government counterparts.
    • Develop innovative and cost-effective re/construction designs using local materials.
    • Attend technical cooperation meetings and prepare progress presentations.

    3. Preparation of Design and Technical Documents:

    • Define the scope of re/construction works based on requirements, budget, and site limitations.
    • Ensure compliance with UNICEF norms and standards.

    4. Support to Procurement Processes:

    • Assist the Supply section with the preparation of LPA requests and CRC submissions.
    • Identify potential construction companies and engineering firms.
    • Prepare tender documents and evaluate technical proposals.

    5. Monitoring and Quality Assurance:

    • Conduct kick-off meetings and provide close monitoring and quality assurance.
    • Use effective monitoring tools to ensure quality and progress assessment.
    • Certify payments/variations and compile supporting documents.

    Skills and Educational Background:

    • Advanced University Degree: In civil engineering, construction engineering, architecture, or other relevant areas.
    • Experience:
    • Minimum of five (5) years of relevant experience in project management, site supervision, quality assurance, and related technical fields.
    • Understanding of development and humanitarian work.
    • Emergency experience is an added advantage.
    • Language Requirements:
    • Fluency in English and Amharic.
    • Knowledge of another official UN language (French, Spanish, Arabic, or Russian) or the local language is an asset.
    • Desirables:
    • Developing country work experience and familiarity with emergency contexts.
