1. Procurement Officer

General Description of the Role:

The Procurement Officer is responsible for managing and administering procurement cases to ensure smooth program operations. This involves ensuring that orders for goods, services, and works are processed promptly and provide good value for money according to GOAL’s Logistics and Procurement Guidelines.

Skills and Educational Background:

  • Degree or Diploma in Purchasing/Supply Chain Management or similar and relevant field.
  • At least 2-3 years’ experience in a similar role in an INGO/NGO or private sector.
  • Good computer skills; MS Excel, Word, PowerPoint, and Outlook.
  • Good communication skills in English (reading, writing, and speech).
  • Good negotiation skills.
  • Flexible to work odd hours and willingness to travel to field offices.

Desirable/Advantageous Credentials:

  • CIPS/Fritz Certification.
  • Knowledge of the local language.

2. Logistics, Admin, and Finance Officer

About the Position:

The Logistics, Admin, and Finance (LAF) Officer is responsible for administering logistics, finance, and human resources at the field office. This includes ensuring the proper functioning of logistics, finance, and HR support, adhering to all policies, and providing consistent HR support.

Skills and Educational Background:

  • BA/Diploma in Accounting or related field with 2/4 years’ experience in Finance in an NGO environment.
  • Previous logistics, finance, and HR/admin experience with NGOs or private field.
  • Initiative, creativity, and independence in performing the job.
  • Good communication skills in English and Amharic (verbal and written).
  • Honest and adept at problem resolution.
  • Management skills for staff (subordinates).
  • High level of accuracy and attention to detail.
  • Ability to meet deadlines.
  • Willingness to travel to remote areas and work flexibly.
  • Understanding of emergency in Humanitarian Response Program and willingness to travel and live in field sites.
  • Proficiency in MS-Office, especially Excel.
  • Experience with USAID/OFDA, ECHO, EHAF, Irish Aid fund management.
  • Team-oriented, flexible, and creative approach; keen to take initiative where appropriate.

Desirable/Advantageous Credentials:

  • Proficiency in SAGE.
  • Advanced Excel skills.
  • Experience with accounting software packages (Peachtree, SUN, etc.).
  • Knowledge of Ethiopian Labor Law and other relevant HR legislation.
  • HR-related training.
  • Knowledge of the local language.
