1. Technical Assistant: Quality Management
Job Summary:
As an embedded Quality Management Advisor within the Oromia Regional Health Bureau (RHB), you will be responsible for strengthening quality management systems. Your role involves providing strategic support to the regional health bureau for planning and implementing high-quality health services, offering technical backup on quality management systems, and executing other assigned activities. You will serve as a liaison between RHBs and QHA, facilitating effective communication, resource mobilization, and capacity exchange activities.

Skill and Educational Background:
- Advanced degree in public health, health policy, health systems management, or a related field.
- Minimum of 8 years of experience leading quality management programs in the health sector, focusing on high-quality management and health systems strengthening programs, and expertise in RMNCAH.
- Demonstrated experience working with government health systems and regional health authorities, including experience in major national quality management initiatives and ability to work collaboratively in a multicultural and multidisciplinary team.
- Strong stakeholder engagement, team leadership abilities, strategic thinking, and innovative problem-solving skills.
- Excellent verbal and written communication skills for creating clear, concise reports and presenting complex information understandably.
- Proficiency in Afaan Oromoo is essential, including written, speaking, and listening skills.
- Expertise in analyzing health data, identifying trends, and deriving actionable insights to inform decision-making and policy development.
- Proven track record of developing and leading training programs for healthcare professionals.
- Ability to engage effectively with people from different cultural and ethnic backgrounds, fostering an inclusive environment.
- Exhibits flexibility and resilience in the face of evolving healthcare landscapes, policy changes, and unforeseen challenges.
- Strong commitment to ethical practices, upholding principles of honesty, fairness, and respect.
- Familiarity with USAID Regulations and Procedures is an advantage.

2. Accountant
Job Summary:
Under the direct supervision of the Grant, Finance, and Admin Manager, the Accountant is responsible for the preparation of payment vouchers, processing advance requests, recording cash payments, tax report preparation, and maintaining financial documents.
Skill and Educational Background:
- BA Degree in Accounting with 7 years of experience.
- Experience with QuickBooks accounting software.
- Strong working knowledge of government rules and regulations.
- Excellent communication and interpersonal skills to form effective working relationships at all levels.
- Willingness to travel to project implementation areas to support field operations.
- Excellent interpersonal skills and ability to work well in a large team.
- Good communication skills.
