Position Title: USAID Project Management Specialist (Family Planning/Reproductive Health)
Market Value: $26,638 – $47,950 yearly (equivalent to FSN – 11). Final compensation will be negotiated within the listed market value. Salary will be paid in local currency at the exchange rate in effect when the payroll is processed.
Period of Performance: Five (5) years (10/03/2024 – 10/02/2029), subject to continued need, satisfactory performance, and availability of funds.
Place of Performance: US Embassy, Entoto Road, Addis Ababa, with possible travel as stated in the Statement of Duties.
Eligible Offerors: Cooperating Country Nationals (CCNs).

Statement of Duties
General Statement of Purpose of the Contract:
The USAID Project Management Specialist (FP/RH) will provide senior-level technical leadership and resources in strategic planning, program design, budgeting, implementation, monitoring, evaluation, and learning of FP/RH-related programs/projects/activities. The Specialist will work with international and national stakeholders, including the Government of Ethiopia, professional associations, and faith-based organizations. Responsibilities include identifying opportunities for USG engagement in FP/RH programming, serving as an in-house subject matter expert, monitoring program performance, and leading Mission compliance with USG statutory requirements and policies for family planning resources.
Specific Responsibilities Include:
- Enhancing Mobilization of deposits in collaboration with districts/branches.
- Developing strong relationships and engaging in personal selling to increase depositors.
- Monitoring program performance and progress.
- Communicating and coordinating with high-level decision-makers and technical staff in various organizations and government entities.
- Leading national technical working groups and building alliances with development partners, civil society, and other stakeholders.
Skill and Educational Background:
- Minimum Education: Master’s degree or local equivalent in Public Health, Development Studies, Social or Behavioral Sciences, Epidemiology, Nursing, Midwifery, or a related discipline.
- Experience: Minimum of five years in public health or international development with a focus on FP/RH programming in Ethiopia. At least two years with bilateral or multilateral development partners and three years in direct management of FP/RH activities.
- Language: Level 4 English and Amharic – reading, speaking, and writing.
