Background:

EngenderHealth Ethiopia is positioned to implement the USAID Lowland Health Activity (LHA), a comprehensive primary healthcare intervention primarily focused on Reproductive, Maternal, Newborn, Child, Adolescent Health, and Nutrition (RMNCAH-N) to enhance the overall health and nutrition of people in the pastoralist community. LHA aims to involve local health systems and governments in the design, adoption, and institutionalization of evidence-based, data-driven, and innovative RMNCAH-N interventions for sustainable, high-quality services in lowland communities.

Job Summary:

The Regional Health System Delivery (HSD) Advisor will provide high-level technical assistance to Regional Health Bureaus (RHBs) and/or ZHDs, ensuring the prompt implementation and delivery of high-quality RMNCAH-N services in the USAID Lowland Health Activity (LHA) implementing woredas. This role involves extensive travel throughout the assigned regions, supporting the design, adoption, implementation, monitoring, and institutionalization of proven RMNCAH-N interventions tailored for the pastoralist community.

Essential Functions:

  • Provide technical support and guidance to Regional Health Bureaus for the implementation and delivery of RMNCAH-N services.
  • Ensure the implementation of RMNCAH-N services in LHA implementing woredas is carried out promptly and efficiently.
  • Travel extensively throughout Afar region LHA implementing woredas to provide support and oversight to the LHA implementation.
  • Foster collaboration and engagement with government counterparts and partners to align priorities and facilitate the implementation of RMNCAH-N interventions.
  • Coordinate the Regional Health Bureau team in the design, adoption, implementation, monitoring, and institutionalization of proven RMNCAH-N interventions tailored for the pastoralist community.
  • Provide high-quality technical assistance to periodically assigned Regional Health Bureaus in identifying gaps in RMNCAH-N service delivery and designing context-specific interventions.
  • Support the conduct of various trainings, supportive supervision activities, and catchment-based clinical mentorship within the assigned region.
  • Represent and attend meetings, providing relevant updates on the status of regional priorities in line with USAID LHA.
  • Provide technical reports as requested.

Skills and Educational Background:

  • Master’s degree in public health, Health Systems Strengthening, Health Management, or a related field preferred.
  • At least 5 years of professional experience in public health, with a focus on RMNCAH-N programs.
  • Demonstrated experience in delivering technical assistance to regional health systems or health bureaus, specifically in the pastoral context.
  • Proven experience in designing and implementing health programs in low-resource settings.
  • Strong knowledge of health system strengthening approaches and strategies.
  • Experience working with USAID-funded projects or other international donor-funded health programs is highly desirable.
  • Familiarity with the Ethiopian health system and experience in the Afar region is advantageous.
  • Excellent communication, coordination, and interpersonal skills.
  • Strong analytical and problem-solving skills.
  • Proficiency in English is required, and knowledge of local languages spoken in the regions mentioned is beneficial.
