About the Country Program in Ethiopia

Action Against Hunger has been operational in Ethiopia since 1984, addressing chronic and acute needs through a multi-sectoral strategy integrating nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support. Currently, Action Against Hunger operates in six regions (Tigray, Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a $20 million/year portfolio of emergency, resilience building, research, and innovation programs. The team comprises around 600 staff across 17 regional and satellite offices. Major donors include BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, and others.

Job Summary

The WASH Program Manager is responsible for ensuring that Action Against Hunger (ACF) Ethiopia’s Water, Sanitation, and Hygiene (WASH) and Shelter and Non-Food Items (ES-NFI) projects meet all standard requirements. The manager will oversee planning and interventions for affected communities and institutions, ensuring they adhere to quality standards and humanitarian principles. The WASH Program Manager will work closely with ACF’s WASH and Humanitarian response team, partners, and other department staff at all levels. The manager will also serve as a focal point for regional and local coordination platforms and consortiums for both WASH and ESNFI clusters.

Skill and Educational Background

  • Education: BSc degree in Engineering or a related field (e.g., Water, Sanitation and Hygiene, Water Resources Engineering, Hydraulic Engineering).
  • Experience: Minimum of 6 years of working experience in Emergency WASH response with an engineering background.

Required Skills & Competencies

  • Familiarity with WASH and ES-NFI emergency responses, including sanitation and hygiene promotion tools (CLTSH, SLTSH, PHAST, CHAST, WASH’EM, sanitation marketing).
  • Knowledge of engineering software such as AutoCAD, Water CAD, EPHANET.
  • Skills in managing water, sanitation, and hygiene projects (public health, engineering).
  • Flexibility, accountability, dedication, and responsiveness.
  • Understanding and experience with donor requirements and reporting.
  • Strong interpersonal skills, including team management, communication, reporting, autonomy, organizational skills, staff development, decision-making, planning, and delegation.
  • Willingness to relocate and work in hard-to-reach areas productively.
  • Experience working in different cultural settings and understanding socio-economic profiles of various regions.
  • Knowledge of WASH and ES-NFI standards.

Languages

  • Fluency in English and Somali (written and spoken) is required.
  • Knowledge of additional local languages is a plus.
