National Election Board of Ethiopia (NEBE) Job Vacancy Announcement

The National Election Board of Ethiopia (NEBE), re-established by Proclamation No. 1133/2011, is the constitutionally mandated body responsible for conducting elections, organizing referendums, and regulating political parties in Ethiopia. NEBE is working to strengthen its institutional capacity, focusing on enhancing human resource capabilities. Accordingly, NEBE invites qualified applicants for the following positions:


1. Head, Communications Department

Job Summary:
The Head of the Communications Department plays a pivotal role in ensuring the effective communication and reputation of NEBE. The department is responsible for disseminating accurate information, fostering public trust, and promoting transparency in the electoral process.

Duties and Responsibilities:

  • Foster transparency by providing comprehensive information on NEBE’s activities.
  • Generate and disseminate clear, accessible, and consistent content.
  • Enhance internal communication and ensure all staff understand NEBE’s principles.
  • Manage media relations, including press releases, media statements, and press conferences.
  • Develop public awareness initiatives and educational materials.
  • Supervise social media engagement and digital communication.
  • Ensure branding consistency and adherence to NEBE’s visual identity.
  • Provide training for communication staff and ensure professional development.
  • Maintain ethical communication practices with a commitment to transparency.

Required Qualifications:

  • MA or Ph.D. in Communications, Journalism, or related Social Sciences.
  • 10 years of experience for MA holders or 8 years for Ph.D. holders, with at least 4 years in a leadership role.

Skills & Competencies:

  • Exceptional written and verbal communication skills.
  • Proven media management and crisis communication experience.
  • Proficiency in digital communication tools and social media platforms.
  • Fluency in English and Amharic (written and spoken).

Duty Station: NEBE Head Office, Addis Ababa
Reports To: Chairperson, NEBE
Employment Type: Permanent

2. Head, South West Ethiopia Regional Office (Re-Advertised)

Job Summary:
The Head of the South West Ethiopia Regional Office oversees administrative and operational functions, ensuring that NEBE meets its constitutional mandate within the region.

Duties and Responsibilities:

  • Lead, supervise, and support regional office staff.
  • Oversee procurement, human resources, and financial management at the regional level.
  • Ensure compliance with corporate and government policies.
  • Organize and supervise regional elections and voter registration.
  • Coordinate civic and voter education initiatives.
  • Compile data and prepare reports for NEBE headquarters.
  • Handle complaints related to voter registration and elections as per legal frameworks.

Required Qualifications:

  • Ph.D. with 8 years of experience or MA with 10 years of experience in Law, Political Science, Human Rights, Project Management, or related fields.
  • Minimum of 4 years in a leadership position.

Skills & Competencies:

  • Strong leadership, organizational, and negotiation skills.
  • Knowledge of procurement, HR, and financial processes.
  • Fluency in the federal working language, the regional language, and English.

Duty Station: NEBE South West Ethiopia Regional Office, Bonga
Reports To: Deputy Board Chairperson
Employment Type: Permanent

3. Human Resources and Administration Expert (Re-Advertised)

Job Summary:
The Human Resources and Administration Expert supports regional offices in HR functions, including onboarding, performance management, and employee relations.

Duties and Responsibilities:

  • Assist in onboarding and integration of new employees.
  • Address employee concerns and provide HR policy guidance.
  • Support performance appraisals and prepare reports.
  • Maintain HR records and databases.
  • Organize employee engagement activities and training programs.
  • Ensure compliance with legal and policy requirements in HR processes.

Required Qualifications:

  • BA with 7 years of experience or MA with 5 years of experience in HRM, Business Administration, Public Administration, or related fields.

Skills & Competencies:

  • Strong communication and interpersonal skills.
  • Attention to detail and problem-solving abilities.
  • Experience in using HR systems, including IFMIS.

Reports To: Head of Regional Office
