Job Summary:
The International Procurement Manager at the Ethiopian Engineering Corporation is responsible for ensuring the cost-efficient and timely procurement of construction materials and services. This role requires adherence to the Company Standard Procedure (CSP) – Procurement Guidelines and Supplier Framework Manual. The position involves working with the procurement team, managing vendor relations, and ensuring compliance with procurement policies.
Key Roles and Responsibilities:
- Collaborate with the procurement team and program staff to develop specifications for various procurement needs.
- Identify and manage global vendors and suppliers, maintaining excellent relations.
- Prepare procurement specifications, solicitation documents, and oversee the vendor selection process.
- Manage the purchase of commodities and services supporting sub-award activities.
- Maintain vendor relationships, contacts, and pre-qualification lists.
- Provide input related to sub-award procurement for financial and other reports.
- Ensure procurement files comply with policies and procedures.
- Offer procurement procedures, policy guidance, and interpretation to program staff.
- Coach, mentor, and train local program staff on procurement policies and procedures.
- Work with the operations department to prepare property disposition requests and annual inventory reports.
- Develop and present procurement strategies to directors.
- Oversee all aspects of procurement from negotiation to delivery, including bid lists and purchase orders.
- Participate in supplier pre-qualification and commercial bid evaluations.
- Prepare negotiation strategies and manage procurement negotiations.
- Review and approve supplier payment requests, ensuring all obligations are met before payment.
- Oversee freight cost estimation and call-off freight forwarding services to meet on-site delivery dates at minimal costs.
- Provide advice on specifications and negotiate high-value contracts.
- Lead cross-functional procurement team members and handle complex negotiations that lead to cost savings.
- Promote procurement influence and establish long-lasting working relationships.
Qualifications:
- Education: Master’s/Bachelor’s Degree in Procurement Management, Civil Engineering, or a related field.
- Experience: A minimum of 7 years of experience, with at least 2 years in a managerial position in a similar discipline. Experience in a construction or international company is preferred.
