The Immigration and Citizenship Service (ICS) invites qualified and competent applicants to apply for the following vacant posts. The Government of Ethiopia has received financial support from the World Bank to improve the delivery of primary health services, including strengthening Ethiopia’s Civil Registration and Vital Statistics Systems (CRVS).
1. Senior Procurement Management Specialist
Location: Addis Ababa
Objective:
The Senior Procurement Management Specialist will enable the ICS Procurement Team to effectively process procurement activities under the project, contributing to the project’s overall success.
Skill and Educational Background:
- Advanced or undergraduate degree in logistics and supply chain management, management, economics, or other related fields.
- At least 8 years of professional working experience for graduate degree holders or 6 years for postgraduate degree holders.
- At least four years of experience in World Bank Supported Projects.
- Necessary experience in STEP (Systematic Tracking of Exchanges in Procurement).
2. Senior CRVS Project Manager
Location: Addis Ababa
Objectives:
- Strengthen ICS’ capacity to plan and implement project activities.
- Liaise with the Ministry of Health and federal and regional civil registration agencies.
- Utilize funds according to the approved work plan.
- Ensure timely project performance reporting.
Skill and Educational Background:
- Master’s degree in Demography, Information Technology, MBA, Project Management, Statistics, or another relevant field.
- At least 10 years of professional working experience, with four years in World Bank Supported Projects.
- Strong understanding of Ethiopia’s policy framework related to Civil Registration and Vital Statistics.
- Good knowledge of Ethiopia’s decentralized governance framework.
- Advanced level CRVS certification and/or knowledge and experience in the legal identity ecosystem is an added advantage.
- Strong experience in monitoring and evaluation.
- Knowledge of project management tools and software.
- Good command in written and spoken Amharic and English, with excellent communication and presentation skills.
- Strong planning, budgeting, and report-writing skills.
3. Senior Financial Management Specialist for CRVS Digitalization Project
Location: Addis Ababa
Objective:
To ensure the financial management arrangements of the projects provide assurance that the funds are used for their intended purposes and that the financial management arrangements continue to be adequate.
Skill and Educational Background:
- MA/BA degree in Accounting or Finance.
- At least 8 years of working experience for graduate degree holders or 6 years for postgraduate degree holders, with more than four years in World Bank supported projects.
- Good knowledge of IFMIS, client connection, Peachtree, and Microsoft (Word, Excel).
Contract Duration and Remuneration:
- The contract will be for one year, extendable based on performance and business continuity needs.
- The specialist will be based in Addis Ababa and may travel as necessary to regional Vital Event Registration offices.
- Salary will be negotiated based on qualifications and experience.
