Experience:
- Minimum of five years relevant experience in:
- Project cycle management
- Procurement processes
- Financial management of budget and disbursement
- Audit
- Monitoring and evaluation
- Information management
Specific Knowledge and Experience:
- Programme Officer for Social Protection and Humanitarian Action:
- Knowledge and experience of civil society in promoting effective social protection and humanitarian responses.
- Programme Officer for Gender Equality:
- Knowledge and experience working on women’s economic empowerment, addressing sexual and gender-based violence, and Women, Peace and Security.
- Programme Officer for Food Systems and Economic Integration:
- Knowledge and experience in food systems and/or economic development in a bilateral and/or multilateral context.
- Programme Officer for Multilateral and Regional Affairs:
- Knowledge and experience of the African Union (especially the Political Affairs, Peace and Security Department), African Regional economic communities and mechanisms (such as IGAD and AfCFTA), and UN agencies such as UNOAU, UNECA, and UNWOMEN.
Desirable Skills and Experience:
- Work with the embassy team to implement the Embassy’s development cooperation strategy and support the design and implementation of a new mission strategy.
- Support the implementation and grant oversight of projects funded by Ireland, including regular liaison with implementing organisations, partners, and regular review of budgets and work plans, monitoring, reporting, and communications.
- Provide high-quality technical and policy analysis, grant and partner management, technical assessments, and briefings in support of the annual Business Plan and Mission Strategy.
- Provide administrative support to senior programme managers in organising high-level visits, field visits, programme payments, consultancy support, information management, and filing.
- Prepare reports and case studies for internal accountability processes (Bi-annual, annual, and ad-hoc reporting) in line with results-based management.
- Support senior programme managers in developing analysis and thematic papers as part of reviews, evaluations, or design phases of Mission Strategy Planning.
- Attend, participate in, and report on various external technical working group meetings and other forums as required.
Contract Duration:
- Three-year contract with a probation period of 60 days.
Annual Leave Entitlement:
- 20 working days per annum.
Gross Salary:
- €22,026.36 per annum (€1,835.53 per month) paid in local currency. Salaries are paid directly to a bank account, hence the successful candidate must have a bank account.
