1. Lead Engineer STTA

Job Summary:

Dexis Consulting Group, the implementing partner for USAID’s Ethiopia Support Program (ESP), is seeking an energetic, detail-oriented Lead Engineer for a short-term technical assistant (STTA) position. The role involves overseeing technical work, ensuring quality and compliance in small-scale infrastructure projects, and collaborating with various stakeholders to support ESP activities.

Key Responsibilities:

  • Serve as the central reporting authority on infrastructure activities.
  • Plan, design, and develop small-scale building structures and rehabilitation plans.
  • Prepare construction drawings and specifications using CAD technology.
  • Prioritize the use of local materials while considering project outcomes and material strengths.
  • Assist in site investigations, feasibility studies, and structural inspections.
  • Review technical assessments, quality plans, design work, estimates, BOQs, and bid documentation.
  • Assess new project requirements and prepare scope of work, budgets, and staffing.
  • Monitor and inspect project sites for compliance with codes and standards.
  • Provide technical advice and documentation for reports.
  • Support the implementation of Health, Safety, Social, and Environmental measures.
  • Oversee third-party investigations and work with geotechnical engineers.
  • Perform other related duties as assigned.

Qualifications:

  • Master’s degree in civil, structural, or infrastructural engineering preferred; Bachelor’s and Master’s degrees combined with five additional years of experience may also be accepted.
  • Minimum of seven years of relevant professional experience.
  • Proven experience in project management, design, and construction supervision.
  • Proficiency in CAD software and other engineering tools.
  • Experience with government agencies, international organizations, and Ethiopian infrastructure projects.
  • Strong project management skills, including budgeting, scheduling, and quality control.
  • Fluency in Amharic and regional languages, proficiency in English.
  • Experience with USAID-funded projects preferred but not required.

Reporting:

  • Reports to the Deputy Chief of Party – Operations.

Contract Type, Location, and Conditions:

  • Based in Addis Ababa.
  • 90-day contract term with immediate start date and opportunity for extension.

2. Procurement Specialist STTA

Job Summary:

The procurement specialist STTA will provide detailed technical support for the USAID/Ethiopia Support Program. This includes reconstruction and rehabilitation work and the procurement of goods, services, and commodities for in-kind grants and direct distribution to grantees and beneficiaries, mainly in Tigray, Amhara, and Oromia regions.

Key Responsibilities:

  • Assist procurement officers with requests for quotations and proposals, and bid analysis documents.
  • Review purchase orders, subcontracts, and consulting agreements.
  • Document the procurement process and maintain accurate records.
  • Conduct excluded party verifications for vendors and subcontractors.
  • Monitor and verify the delivery of materials and equipment.
  • Ensure procurement deliverables are achieved on schedule and within budget.
  • Conduct market research to identify potential suppliers.
  • Manage the bidding process for procurement.
  • Provide technical assistance on procurement procedures.
  • Perform other duties as assigned.

Qualifications:

  • Bachelor’s degree in procurement, supply chain management, business administration, or related field; Master’s degree and professional certifications (e.g., CIPS) are a plus.
  • At least 5 to 6 years of relevant experience.
  • Experience with reconstruction and rehabilitation procurement.
  • Experience with USAID or other donor-funded programs.
  • Understanding of USAID procurement regulations.
  • Ability to manage a high-volume workload in a fast-paced environment.
  • Strong communication skills.
  • Proficiency in MS Word, Excel, and other basic computer applications.
  • Experience living and working in Ethiopia.
  • Fluency in English.

Reporting:

  • Reports to the Senior Procurement and Logistics Manager stationed at Addis Ababa Field Office.

Employment Contract Type:

  • Temporary appointment – Short Term Technical Assistance (STTA) for 90 days with immediate start date and opportunity for extension.
